The cadres are recruited on the basis of an annual competitive examination conducted by the Uttar Pradesh Public Service Commission (UPPSC) and appointed by the Governor of Uttar Pradesh. They are further trained at the UP Academy of Administration and Management in Lucknow, which was founded in 1858. They are then posted at sub-divisional, district, divisional and state level. The cadres are regulated by the Department of Appointment and Personnel of the Government of U.P., presently under Yogi Adityanath, Chief Minister of U.P. A PCS officer is responsible for the formulation and implementation of state policies. Matters related to revenue and crime are also handled by a PCS officer. A PCS officer acts as an intermediary between the public and the government. As per Indian Administrative Services (Appointment by Promotion) Regulation,1955, a PCS officer is eligible to be promoted to IAS officer after completing 8 years of service. However, practically, it takes almost 2 decades of service as a PCS officer before being promoted to an IAS officer.
